J.J. Bartlett - President
J.J. Bartlett has seventeen years of health care industry experience. As President of the Fishing Partnership Health Plan (FPHP), a non-profit organization that provides access to high quality, affordable health care coverage for fishing families, he was responsible for creating, launching and managing all aspects of the innovative program. J.J. designed a unique business model that addresses the health care coverage challenges faced by fishing families. The solutions include: hiring and training community members to perform the Plan’s marketing and outreach, creating a sliding scale premium rate structure that addresses the industry’s fluctuating income, creating an enrollment and billing process for individual subscribers, etc. Independent research supports the use of the FPHP as a model for providing access to health care coverage to other under served populations. J.J. was named a "40 under 40" honoree by the Boston Business Journal in 2008 and was recently called upon by the White House Office of Health Reform to testify on rural health issues. J.J. was educated at Harvard University and holds an MBA from Boston University with a Concentration in Health Care Management. He lives in Acton, Massachusetts with his wife, Jessica, daughter, Molly, and son, Jake.
David Bergeron – Vice President
David Bergeron is approaching 20 years experience working with the fishing industry. Before joining the FPHP, he was the founding executive director of the Massachusetts Fishermen’s Partnership (MFP) and has also served as a founding member and treasurer of the Commercial Fishermen of America. Prior to working for the MFP he was program coordinator for the Gloucester Fishermen’s Wives Association (GFWA) where he was responsible for building the coalition that created the FPHP. While at the MFP, in addition to overseeing FPHP outreach and enrollment services for over 10 years, he managed a multimillion dollar collaborative research program and led fishing industry participation in the passage of the Massachusetts Oceans Act, the first comprehensive oceans management statute in the nation. At FPHP he is responsible for operations oversight as well as working with members of the fishing community to develop new ways to enhance the health and safety of fishing families. Educated in music with degrees from Stetson University School of Music and the New England Conservatory, David maintains an active musical life outside the industry. He resides in Gloucester with his wife Judi, and they are the proud, combined parents of seven beautiful children, four cats and one dog!
Charity Welch – Director of Outreach Services/Office Manager
Charity Welch joined the Fishing Partnership Health Plan in 2005. She oversees the outreach, enrollment services and outreach contract management. She manages the daily business functions of the FPHP, supervises the administrative support staff and provides project support to the President.
Chris Sharp - Project Coordinator
Chris Sharp joined the FPHP in September 2009. Chris assists in the day to day operations of the plan including outreach and enrollment services along with daily business functions. He also provides project support to the President, Director of Outreach Services, and Vice President. Chris graduated from Franklin & Marshall College with a degree in Economics and Mathematics.
Stephanie Law – Administrative Assistant
Stephanie Law joined the FPHP in November of 2007. She is usually the voice and the person people meet first when calling. Stephanie assists both customers and staff to meet a wide range of needs. She provides clerical and project support to the President, the Manager of Outreach Services, and the Vice President of Development and Community Relations. |
